Two arrested as vehicle repossession spurs assault

BRIDGEVILLE – Delaware State Police arrested two men when repossession of a vehicle led to an assault.

Michael Milligan, 46, of Laurel and Raymond M. Hitchens, 23, of Georgetown faces charges of assault second degree with a disabling chemical spray (felony), conspiracy second degree (felony) and two counts of endangering the welfare of a child, state police spokeswoman Master Cpl. Melissa Jaffe said.

Troopers responding to the 6000 block of Federalsburg Road Tuesday, Sept. 18 were informed by a 37-year-old man that on Saturday, Sept. 15 a black truck with a vehicle lift backed into his driveway. Two men got out and told him they were there to repossess his 2002 Dodge Caravan, the man told troopers.

As the man laid on the lift, the two men attempted to pull him off and one of the suspects sprayed the victim in the face with mace.  The suspects subsequently removed the victim from the lift and left the residence with the Caravan, Cpl. Jaffe said.

During the altercation, two children, ages 5 and 11 witnessed the incident, said Cpl. Jaffe.

Milligan and Hitchens both turned themselves in at Troop 5. They were arraigned and released on $7,000 unsecured bond.
