Suspect sought in domestic arrested, jailed

BRIDGEVILLE – Delaware State Police on Monday arrested Phillippa Vann – the 28-year-old Millsboro man wanted on kidnapping, strangulation and other charges stemming from an Aug. 13 domestic incident.

On Aug. 20, Vann was taken into custody by troopers at a residence in the 400 block of South Main Street, Bridgeville, state police spokeswoman Master Cpl. Melissa Jaffe said

Back on Monday, Aug. 13, troopers were informed that a 40-year-old woman had gone to a local area hospital with injuries she sustained in a physical domestic.

Further investigation revealed that the woman and her boyfriend, Phillippa Vann had engaged in a physical domestic the day before.

According to state police, Vann physically assaulted, strangled, and attempted to sexually assault the victim, who attempted several times to get away from Vann, according to police investigation.

Vann took the victim and went to a Walmart store, where the woman was able to get away and drive herself to the hospital.

The woman sustained multiple injuries and was later transported to another hospital due to the severity of her injuries, Cpl. Jaffe said.

Vann was transported to Troop 4 where he was charged with the following:

  • Attempted Rape First Degree
  • Kidnapping First Degree
  • Strangulation, Assault Second Degree
  • Malicious Interference with Emergency Communications
  • Criminal Mischief

Vann was arraigned before the Justice of the Peace Court 2 and committed to the Sussex Correctional Institution on $160,750 cash only bond.
