Seaford: Five charged in probe of sale of illegal drugs

Evidence confiscated by authorities in the warrant execution.

SEAFORD – A month-long investigation into the sale of illegal drugs resulted in five arrests, according to city of Seaford police.

On Aug. 7, a warrant was executed at a residence in the 200 block of North Front Street.

Seaford police were assisted by Delaware State Police Special Operations Response Team, Delaware State Police P.A.C.E. Unit, the United States Department of Homeland Security Investigations and the Bureau of Alcohol, Tobacco and Firearms and Delaware Department of Corrections Probation and Parole.

As SORT was entering the residence, a subject was observed throwing what was later found to be heroin out a second-floor window.

Overall, searches revealed a total of 55 bags of heroin, 1.5 grams of crack cocaine, various items of drug paraphernalia to include scales and other packaging materials, and a revolver, Seaford Police Department spokesman Senior Cpl. Eric Chambers.

Arrested were:

  • Carlos Palmer, 43, Seaford, charged with Possession of a Controlled Substance (Heroin), Possession of Drug Paraphernalia (3 counts); Criminal Trespass 3rd Degree. He was released on $1,800 unsecured bail;
  • Mills Sample, 67, Seaford, charged with Possession of Drug Paraphernalia. He was Issued a criminal summons and released;
  • Jessica Summers, 32, Seaford, charged with Possession of a Prescription Drug without a Prescription; Possession of a Controlled Substance (Crack Cocaine); Possession of Drug Paraphernalia (4 counts); Carrying a Concealed Dangerous Instrument. She was committed to the Department of Corrections in lieu of $4,000 secured bail;
  • Tywanda Nock, 34, Bridgeville, charged with Tampering with Physical Evidence (Felony); Conspiracy 2nd Degree (Felony); Possession of a Controlled Substance (Heroin); Possession of Drug Paraphernalia. She was released on $5,000 unsecured bail;
  • Joyce Silon, 52, Seaford, charged with Possession with the Intent to Deliver a Controlled Substance (Heroin), Tampering with Physical Evidence (Felony), Conspiracy 2nd Degree (Felony), Possession of a Controlled Substance (Heroin), Possession of a Controlled Substance (Crack Cocaine), Possession of Drug Paraphernalia (3 counts). She was released on $8,300 unsecured bail.

Investigation into the sales of illegal drugs at this residence is continuing and additional arrests are expected, Cpl. Chambers said.
