Prostitution investigation results in six arrests.

SEAFORD – Six individuals were arrested last week following a month-long investigation into prostitution, city of Seaford police report.

City police, assisted by Delaware State Police, Department of Homeland Security, Immigration and the Delaware Attorney General’s office on April 21 executed multiple search warrants within city limits.

In addition to the six arrests, a large quantity of currency and a vehicle were seized, according to Seaford Police Department Lt. Glenn Van Fleet.

Individuals arrested:

  • Sonel Alexandre, 37, of Seaford was charged with promoting prostitution second degree, permitting prostitution;
  • Serge Frantzein, 24, of Seaford was charged with promoting prostitution second degree;
  • Wilbert Francois, 48, of Seaford was charged with promoting prostitution second degree;
  • Omar Pacheco-Rojas, 37, of Seaford was charged with promoting prostitution second degree;
  • Anabel Peralta, 25, resident of New York was charged with prostitution within 1,000 feet of a church; and
  • Yicauris Bibo-Mancebo, 36 resident of New York was charged with prostitution within 1,000 feet of a church. Bond information was not available.
