MILLSBORO – A double-barreled promotion to the rank of sergeant was held during Millsboro town council’s Sept. 4 meeting.
Police officers Patrick Forester and David Moyer were promoted from the rank of corporal before an audience that included family, friends and police department colleagues.
Their fathers, Joseph Forester and Jerry Moyer, had the honor of performing the pin ceremony.
Millsboro Police Chief Brian Calloway’s promotion recommendation received unanimous council approval.
Sgt. Forester is a 14-year veteran with Millsboro Police Department.
“I had honor to train Patrick Forester during field service. He is certainly a great asset,” said Chief Calloway. “I think one of the big things about Patrick is he truly cares about this town.”
Sgt. Moyer has 10 years of service with Millsboro PD.
“If anybody follows us on Facebook, it’s because of this guy,” said Chief Calloway. “What I like about David Moyer is he finds the good in what we do. Before Facebook, we did those things, but not everybody really got to see it. David Moyer, what his specialty is … it’s identifying those things and letting people know what we do – other than just write speeding tickets – in the community work that we do.”
Sgt. Forester will be appointed to shift supervisor.
Sgt. Moyer will be transitioning to a detective position.
These promotions followed a process that began in June and concluded recently with a written test on Aug. 30 and an Aug. 31 oral board interview with the personnel committee.
At the end of the personnel committee, the decision was made to promote both officers to the position of patrol sergeant, Chief Calloway said.
