Domestic assault: Millsboro man wanted for kidnapping, attempted rape, other charges

MILLSBORO – Delaware State Police are seeking to locate a Millsboro man wanted in connection with a domestic incident in which a woman sustained serious injuries.

State police have active warrants out of Troop 4 for Phillippa Vann, 28, on charges of attempted Rape First Degree, Kidnapping First Degree, Strangulation, Assault Second Degree, Malicious Interference with Emergency Communications and Criminal Mischief, state police spokeswoman Master Cpl. Melissa Jaffe said.

According to Cpl. Jaffe, troopers on Monday, Aug. 13 were informed that a 40-year-old woman had gone to a local hospital with injuries sustained in a physical domestic incident.

Investigation revealed the woman and her boyfriend, Vann, had engaged in a physical domestic the day before during which Vann physically assaulted, strangled and attempted to sexually assault her.  The woman attempted several times to get away from Vann.

Vann and the woman later went to a Walmart store where she was able to leave Vann and drive herself to the hospital.

The woman sustained multiple injuries and was transported to another hospital due to the severity of her injuries, Cpl. Jaffe said.
