Rural Hospital CEOs to Know: Nanticoke’s Rose among Becker’s picks

SEAFORD – For the third year in a row, Becker’s Hospital Review has named Steven Rose, RN, MN, President and CEO of Nanticoke Health Services to its list of “50 Rural Hospital CEOs to Know.”

Under Mr. Rose’s leadership, the Nanticoke Physician Network has grown from seven to nearly 50 employed physicians and nurse practitioners since 2008.

The network has opened three immediate Care (Urgent Care) Centers within Nanticoke’s primary market area. The network became accredited at the highest level by the National Council for Quality Assurance (NCQA) as a Patient Centered Medical Home.

The Nanticoke Physician Network recently opened a new 35,000-square-foot medical office building which houses 30 physicians and nurse practitioners along with their staff.

“Under Steve’s leadership, Nanticoke has experienced tremendous growth in the scope of service. He has elevated the quality of care and significantly increased employee engagement,” said Lynda Messick, chair of the Nanticoke Health Services Board of Directors. “We are very proud of our organization and of all Steve has accomplished. He is a true leader for the hospital, the community, the state and healthcare policy on a national level.”

Nanticoke Memorial Hospital is a 99-bed acute care facility and the only hospital on the Eastern Shore to receive a 4-Star rating for patient experience from the Centers of Medicare and Medicaid Services.

It is the only hospital in Delaware to hold an “A” rating for patient safety by The Leapfrog Group, an independent quality review organization.

Mr. Rose believes quality is something that every patient should expect.

“Nanticoke is among the highest quality care in Delaware as evidenced by Hospital Consumer Assessment of Healthcare Providers and Systems (HCAHPS) scores (federal quality guidelines) and many other independent organizations measuring patient outcomes across the nation, placing Nanticoke among top quality hospitals,” said Mr. Rose. “I couldn’t be more proud to be a part of such a hardworking group of people.”

Nanticoke has a very robust electronic medical record (EMR) and has obtained Meaningful Use II and Level 6 of 7 on the HIMSS EMR Adoption Model. Today, Nanticoke is among the top 25 percent in the nation for the implementation of the EMR and is the only hospital in Delaware named to Hospital & Health Networks’ list of Healthcare’s 2015 Most Wired.

Nanticoke Health Services recently announced joining the Christiana Care Quality Partners Accountable Care Organization (ACO) as an approved Shared Savings Program (MSSP) participant with Medicare. This innovative statewide partnership brings together physicians, three of Delaware’s leading health systems – Bayhealth Medical Center, Christiana Care Health System and Nanticoke Health Services – and Westside Family Healthcare, a federally qualified health center.

One hundred and 52 primary care physicians and other health care providers form the base of the ACO team that will set out on a new way of delivering care aimed to lower growth in health care costs while putting Medicare beneficiaries first.

Mr. Rose readily regularly credits his board of directors, medical staff, employees and the commitment of the entire Nanticoke team for the success Nanticoke has experienced in recent years. “It’s through the great work of everyone striving for the same goal that Nanticoke is the outstanding organization it is today,” said Mr. Rose.

Mr. Rose has served as the Chair of the Delaware Hospital Association Board of Directors and has also chaired the Southern Delaware Chapter of the American Heart and Stroke Association Board. He has been appointed by Governor Markell to the Governor’s Hispanic Commission. He is a current member of the American College of Healthcare Executives and is active in Rotary International. Mr. Rose also chairs the American Hospital Association’s Regional Policy Board 3 and is a member of the AHA Board of Trustees.

Mr. Rose earned his Bachelors of Nursing degree at Penn State University on an Army scholarship. After graduation he served his active duty assignment at West Point Military Academy in New York. He returned to Penn State for a Masters in Nursing degree to become a Nurse Practitioner. He also has a post-masters certificate in Healthcare Administration from Villanova University.

Mr. Rose served a total of 30 years in the Army and Pennsylvania Army National Guard. His last position was Executive Officer of the Medical Detachment for the State Area Command. He retired as Lieutenant Colonel.

He and his wife, Rosie, reside in Bridgeville, Delaware. They have seven children and seven grandchildren.
